the rich pay more because they are purchasing a society in which to make wealth for themselves. without society, most of the top one percent wouldn't have an environment conducive to wealth generation. and without society, the vast majority wouldn't allow such a small percent to own such a large percentage of the resources.
the rich get a pretty good deal, and would still get a pretty good deal if the top rate were set at what it was in the 90s. that we should do this is intuitively obvious.
