Oh, sure, California is in great shape, thanks to the new governor, sure. It's been a mess since before Schwartznegger, before Davis, going back at least to Wilson. But, it's not the governors. It's the legislature.
Tuition that once was free at the state universities keeps going up and up, class sizes get bigger and bigger as the schools can no longer be adequately funded, and still the state can't really balance the budget any way except on paper. The sales tax used to be 5%, back when the schools were the best in the nation and the state still had money, now it's 8-9% depending on where you live, and is going up another quarter percent. Income tax that used to be too small to bother even withholding now eats up 8%, and is scheduled to increase. Unemployment is higher than in the rest of the nation, around 18% in this area at least.
and none of that has a thing to do with the R or D after the names of the governors. It's a matter of the state spending money that they don't have, just like the federal government does. The only difference is that the state can't print their own.
The golden state is just gilded.
