My personal opinions on recalls is real easy, unless someone commits a crime and gets impeached, there is only one recall and it is the regular election for a certain office (whether it be 2/4 or 6 years before the next election). Voter remorce is not a valid reason IMHO to recall someone.
You seem to forget that it is we the people that are the employers and bosses of these elected officials.A normal business wouldn't wait 2-6 six years before they can fire a lousy employee.A normal business would fire that lousy employee on the spot. Since these elected officials have thousands to millions of bosses, a recall election is very suitable for getting rid of that bad employee. If enough people in Wisconsin feel that Walker doesn't deserve firing then they will vote to keep him in and if enough people feel that he has done a lousy job then they will vote to fire him. Recall elections should happen at the federal level.
