It has a crumbling infrastructure and the ethnic Russians there fully expect Putin to do for Crimea (the old playground) what he did for Sochi (the new playground). Just the two bridges necessary to connect Crimea to Russia proper are estimated to cost ~$3 billion dollars, but as we saw with Sochi this estimate will balloon to be triple that or better due to corruption.
