Bush43 legitimately won in 2000, and Biden legitimately won in 2020. That does not mean the 2020 election was not stolen.

According to Article II, Section 1, Clause 2 of the US Constitution the State legislatures chose their Electors to send to the Electoral College and whichever candidate receives 50% + 1 Electoral College votes becomes the next President of the United States.

In regard to the 2020 election that occurred on December 14, 2020 after all 50 States certified their Electoral College results. From that point on, Biden was the legitimately elected President of the United States in accordance with the US Constitution and nothing could change that fact. However, how those Electors were chosen by their respective State legislatures is another matter entirely. This is where the "stolen" comes in. There were at least ten States that violated their own State election laws, and at least one State (Pennsylvania) that violated its own State Constitution in order to get the results the State legislatures wanted. In at least ten States the election was rigged by the States and it didn't matter who the people voted for, the Electors that the State legislature wanted to send to the Electoral College was already predetermined. That is what is meant by "stolen." Not that Biden is not the legitimately elected President in accordance with the US Constitution.

That would be a far more reasonable question, since the correct answer is "yes". A better counterpart would be 'did Was the 2016 election stolen?' Wait with the Russian interference... ok, "was the 1956 election stolen?'
