There's just one problem. It wasn't a headquarters for Cantor. It was one of his offices.
Looking at Cantor's website:
Rep. Eric Cantor (R-VA) :: Republican Whip
The three offices listed are:
4201 Dominion Blvd, #110
Glen Allen, VA 23060
Culpeper
763 Madison Rd #207
Culpeper, VA 22701
Washington, DC
329 Cannon Building
Washington, DC 20515
Neither of those are the Richmond 25 East Main St office.
Furthermore there are no obvious markings that its his office:

So the fact that Cantor said: "Just recently I have been directly threatened. A bullet was shot through the window of my campaign office in Richmond this week."
Cantor's claim was disingenuous. He made it seem like he was targeted. The fact is this was completely random. A person would have to jump through a lot of hoops to go through the trouble of shooting at an office building that houses an office for Cantor, which isn't in his congressional district, isn't listed on his website, and has no campaign signs marking it.
