He came upon a person acting suspiciously, who happened to be black.
That is not in any way shape or form him looking for a suspicious black person.
Meh - he was looking for a black person. His many reports of suspicious blacks who turned out to be nothing other than people just near his house prove that.

Being on the grass between the home and the sidewalk, looking into homes, is suspicious behavior.
