Homeowners share a good portion of the blame along with local governments. Many homeowners fail to create defensible space around the property. Local governments fail to change building codes to require fire resistant building material. Local governments allowed high density housing in fire prone areas.
The wildland urban interface problem has been around for years. Much of the public and politicians have failed to listen to what fire professionals have been telling them.
As far as PG&E. It may be true that they have failed to maintain the rights of way and upkeep of the aging infrastructure. That cannot be fixed overnight. So to reduce the risk to homes and additional law suits I can understand why they are cutting the power.
