Whoever designed this artwork is a dimwitted moron because you can't impeach a congresswoman. If you want her out of office, you must hold a recall election.

I'm not so sure she can't be impeached. Back in 1797 Senator William Blount was impeached by the house, but the Senate refused to accept impeachment of a Senator by the House of Representatives, instead expelling him from the Senate on their own authority. The house of representatives has rules where the house itself can expel a member. Outside of Blount, President's Andrew Johnson and Bill Clinton, the other impeachment cases always involved judges at the federal level.

But if one can impeach a senator, why couldn't a House member be impeached? Although I think it would be much easier to use the House's own rules if it wanted to expel a member.

My original statement is only halfway true. I thought you could recall US Congress. You can't. I looked up the process, it's a process called "expulsion". Maybe you can get away with it. The GOP congress certainly goes after certain Democrats in government they hate. How many times did they try to unseat Eric Holder before he resigned?

A GOP representative introduced did introduce a bill to impeach Holder, it was referred to committee where it died with no action taken. There are thousands of bills that get introduced, sent to committee and die without any action. But the congressman who did the introducing can go back home and state he tried to get Holder impeached. That was in 2013. Impeachment of Holder wasn't going anywhere as the Democrats still held the senate. Even in the house, Republicans weren't ready to take on that fight. If they did, it would have been a useless and wasteful fight for nothing.

For impeachment to work, the vast majority of Americans have to be for it. All it takes is a simple majority vote in the House to impeach. But it takes 2/3rds of the senate to convict. There were only 46 Republican senators at the time, to convict the Republicans would have had to convince 21 Democrats to go along. They wouldn't have got a single one and probably not even all Republicans in the senate would have voted for conviction. The bill just gave that congressman something to crow about then he went back home to his constituents.
