If it's OK to blow up a car containing suspected ISIS leaders in the Middle East, then it should be OK to blow up a car containing Crips leaders in the USA. If innocent bystanders in the Middle East are simply acceptable collateral damage, then the same is true of any innocent bystanders in the USA.
Therefore, if we're going to fight ISIS or AlQaeda, or the Taliban, or any such group by using drones and rockets, it should be OK to fight Crips, Bloods, F 14ers, MS 13ers and others of their ilk in the same way.

Whenever discussing Posse Comitatus and the military (not Law Enforcement), it should be obvious that the discussion revolves around the Posse Comitatus Act of 1878 (amended in 1956).
Here is the exact wording:
In short, it makes it illegal for the US Army and Army Reserve (in 1956 amended to include the Air Force and Air Force Reserve) top operate in any kind of law enforcement capacity without specific authorization from Congress. This for example is when during the Civil Rights Era and the unrest of the 1960's, it was the Army National Guard that was called up, not the Army or Army Reserve.
Now if you want what you are talking about, that is actually fairly easy. Just get the Governor of a state to call up his or her own National Guard, and put them on the street. But you ain't getting the Army or Air Force to do it, against the law.
