There is no such thing as a "reasonable" tax. All taxation is theft, therefore all taxation is excessive. We allow it because it is a necessary evil, but that doesn't make it even remotely "reasonable."
There are also black market cigarettes sold in all 50 States because every State has imposed draconian taxes on the product.
Legalization is the creation of new laws. Decriminalization is the repeal of all laws that makes a substance illegal or criminal. Legalization expands the size and scope of government. Decriminalization reduces the size and scope of government.
Thank you for offering your opinion on the difference between legalization and decriminalization. I would beg to differ.
The mess created by legislations such as the Controlled Substances Act, and its predecessors like Harrison of 1914, can be remedied easily by repealing the offending legislation. That, after all, is the purpose of the repeal mechanism.
Call it legalization, call it decriminalization, call it what you want, but it is repeal, just as the Volstead Act was repealed, along with its amendment counterpart.
As for taxes, the logical extension of your claim that all taxes are unreasonable would be we should end the government, because taxes are what support it.
I would also disagree that cigarette taxes are unreasonable or prohibitive in all 50 states.
