The war on drugs in the U.S can begin with the keeping of The Compulsory Education Laws which each State has.

The war on drugs can begin by making all drugs legal. Layoffs of Judges, lawyers, police, prison guards, wardens, and the closing of many prisons would follow. Drug prices would plummet and some Big Pharma stock would plummet because they are no longer illegal. It would not be profitable to manufacture many drugs. Users that didn't manage to kill themselves would be obvious. The US would soon have to give up the title of having the most citizens incarcerated of any Nation in the World.
