Since the introduction of capitalism and its surrounding therories and with Marx's study through the historical materialism method, Marx propounded the theory of base and superstructure, asserting that the cultural and political conditions of society, as well as its notions of human nature, are largely determined by obscured economic foundations. With the 'free market' being a viable part of Capitalism, any can gain or lose depending on personal preferences.
The war on drugs, or the war on the manufacturing, distribution, purchasing, possessing, trading, etc.... would not be a very talked about issue if there were no lives being negatively effected by the 'drugs'. If the 'drugs' were freely distributed, there would be much less of a 'war' against/on drugs. However, because of the relationship 'drugs' has with severe criminals, many become afraid of what the 'drugs' might turn a person into and the best way to keep people away from drugs would be to cut the supplies.
Within the free market, the 'drugs' can become a commodity or good for sale and purchase which could yield profits and without the necessity to file earnings.
So it might be that within the social capitalistic society where the free market is respected, it may not be entirely on the 'drugs' themselves but on the results of 'criminal activity', including non taxes.
