A BS diagnosis that does not actually exist, but hey it is fun to talk about stuff anyway. I did not know there was going to be a math test though, that just aint right at all.

Yeah, something like being stuck on Dr Pepper or Peanut Brittle, dang it, now I am hungry..............
 
30% of cannabis USERS are stoners

9.5% ... say 10% ... of the total population were found to be cannabis users [per the cited study]

30% of that 10% would make 3 in 100, 3%, chronic [<- specifically chosen adjective] stoners

Just to clarify... it's not necessarily 'stoners'. It's a bit broader than that. Here's the new (DSM-5) criteria, which I think were similar to the DSM iv criteria in the OP:

Cannabis use disorder

Cannabis use disorder, a cannabis-related disorder coded as 305.20 for mild or 304.30 for moderate or severe, is defined by DSM-5 as the following:

A problematic pattern of cannabis use leading to clinically significant impairment or distress, as manifested by at least 2 of the following, occurring within a 12-month period:

Cannabis is often taken in larger amounts or over a longer period than was intended.

There is a persistent desire or unsuccessful efforts to cut down or control cannabis use.

A great deal of time is spent in activities necessary to obtain cannabis, use cannabis, or recover from its effects.

Craving, or a strong desire or urge to use cannabis.

Recurrent cannabis use resulting in a failure to fulfill major role obligations at work, school, or home.

Continued cannabis use despite having persistent or recurrent social or interpersonal problems caused or exacerbated by the effects of cannabis.

Important social, occupational, or recreational activities are given up or reduced because of cannabis use.

Recurrent cannabis use in situations in which it is physically hazardous.

Cannabis use is continued despite knowledge of having a persistent or recurrent physical or psychological problem that is likely to have been caused or exacerbated by cannabis.

Tolerance, as defined by either a (1) need for markedly increased cannabis to achieve intoxication or desired effect or (2) markedly diminished effect with continued use of the same amount of the substance.

Withdrawal, as manifested by either (1) the characteristic withdrawal syndrome for cannabis or (2) cannabis is taken to relieve or avoid withdrawal symptoms



The minimum qualification is two symptoms, out of any of those combinations, within one year of each other?



So if Bob shares a joints with friends and gets more intoxicated than intended, therefore sleeping in and not hitting the gym first thing in the morning, he might qualify?

If Joe drinks too much at a wedding and calls off a hike in the woods set for the next afternoon?





Sounds like their minimum is a test one fails if one has ever done anything to excess.
