Here is Clinton's own statement at the time,

"Before I take your questions, I'd like to say just a word about the framework with North Korea that Ambassador Gallucci signed this morning. This is a good deal for the United States," Clinton said at the press conference.

North Korea will freeze and then dismantle its nuclear program. South Korea and our other allies will be better protected. The entire world will be safer as we slow the spread of nuclear weapons.

"South Korea, with support from Japan and other nations, will bear most of the cost of providing North Korea with fuel to make up for the nuclear energy it is losing, and they will pay for an alternative power system for North Korea that will allow them to produce electricity while making it much harder for them to produce nuclear weapons.

"The United States and international inspectors will carefully monitor North Korea to make sure it keeps its commitments. Only as it does so will North Korea fully join the community of nations."

What is a laughable joke is that your own article dismantles your premise.

This from the article, "Then intelligence agencies determined that North Korea was cheating on the agreement by trying to develop nuclear material through another method — highly-enriched uranium. The Bush administration sent an envoy who confronted North Korea — and the regime was said to have belligerently confirmed it."

The link attached to that statement brings up a cannot be found message.

I said I didn't care if they had the WMDs or not as I would be against going into Iraq even if they did, indeed, have them. Reading is fundamental.

What President Clinton said is that we are determined to deny Iraq the capacity to develop WMDs.

He also launched cruise missiles at Iraq to deter the development of WMDs. Obviously, he was successful. Republicans claimed that it was just a distraction from Lewinsky.

President Bush 2 sent 4,400 Americans to their graves to re-do what President Clinton had already done without jeopardizing any American lives.

Clinton authorized a missile attack on Iraq in 1993, Lewinsky was not until 1996. You are thinking of the aspirin factory bombing in Sudan. Clinton and several other Dems stated shortly after 911 that they believed Saddam had WMDs......Nice propaganda try you lose.

The CIA Director tells the President it's a "slam dunk" that Iraq has WMD's, some report is printed in the press, and that makes GWB a war criminal?

The NIE was a mess and Bush and Co. followed it... if anything they are guilty of negligence.

I didn't forget. Saddam stopped the inspections in 1998 because the CIA were pretending to be UN inspectors.

That was NEVER a reason stated by Saddam for no longer allowing inspectors into Iraq...

There was a cruise missile attack in 1993. There was also an attack in 1998:

This after we were told by BJ this:

BJ gets North Korea to agree to freeze and dismantle their nuke weapons program with us giving them aid in the form of fuel oil/assured and financed the building of two light water reactors /trade barriers lowered and assurances of no US threat/use of nuclear force to sweeten the deal. Of course the NKs take the lucrative offer and then we do not follow through on the US and intern'l inspectors checking much of anything very thoroughly.

CIA from halfway through Bjs second term...well, here, I''ll let PBS lead us through:

In the summer of 2002, the CIA, working with evidence that it had been collecting since the middle of Clinton's second term, concludes that North Korea is secretly pursuing a uranium enrichment program. …
On Oct. 3, Assistant Secretary of State James Kelly travels to Pyongyang to confront the North Koreans with the evidence. The next day, the North Koreans admit to the program but refuse to end it. Pyongyang's admission is not publicly revealed for two weeks.
In November, the U.S. Japan, and South Korea cut off all fuel oil shipments to North Korea.


So, it was on Clinton's watch that North Korea was not only not dismantling or freezing its program, it was lying the whole time putting together its nuke weapons program right under the nose of a helpful BJ supplying them with fuel oil and building reactors, you know, playing good cop with nobody to play bad cop until GW shows up and starts calling the NK s on their lies and subterfuge.
So maybe it wasn't worded just right, instead of saying he allowed them to get nukes, probably should have said helped them to get nukes. There was no careful monitoring as promised by BJ to make sure it abides by its commitments. And at minimum, you cannot say he was not cognizant of the fact that they should be stopped and he sure as hell didn't stop them, he allowed them.

Bush may be held accountable for his part as well, but Clinton most certainly let them by the time Bush arrived on scene and started reeling in all the goodies BJ had assured.
