When the government shuts down the entire economy and then compensates businesses hurt by that shutdown, that's not the same thing as "bailouts." The government's (justified) measures created the need for such compensation, not bad risk calculation by businesses.
That's FAR from the only difference and the TARP deal started under Bush. Remember McCain bailing on his campaign to vote on TARP?
