Depends.

Italian people? Means "stupid person." More to the point "stupid brother" because it specifically refer to a movie.
Democrats? Means racist, but that's only because anything negative to democrats is considered "racist."

And no...of course Fredo isnt a racist slur. Its an individual slur meant to imply someone is the weak sibling...and in Cuomo's case, he just went out of his way to prove it.

It is an ethnic slur; race has come a long way in the last hundred years. The old books talk about race as a cultural thing: the race of the Macgregors etc. What that guy was doing to to Chris Quomo was a planned operation by right-wing thugs to try and push his buttons because they knew they were going to upload the video. I thought Chris acted exactly as necessary and that idiot had it comin to 'em. Can you imagine if one of those guys had said to a famous black person, "can you tell me where the watermelon and fried chicken are?" Or called him a jungle bunny... Can you just IMAGINE what the outcry would be, and nobody would have stuck up for those two clowns as one video'd the event... But because Chris works for the Anti Fox News CNN, those tow thought they'd have a got'cha moment: it back fired.
 
No it’s not an ethnic slur. It’s a reference to a certain fictional character’s traits (that have nothing if anything to do with race) from a fictional movie.

This is the point. If a person hadn't seen the movie, they would have no idea what that name meant.

How can a pop culture reference be a racial slur that most people today wouldn't even recognize?
