1) IMHO, that depends on how the public benefit is funded. Those "entitlements" funded by a flat payroll tax (FICA) and user fees (Medicare premiums) are not bribes while means tested programs like SNAP and Medicaid are much more so.

Are you saying that Social Security, Medicare, Food stamps, Medicaid, the ACA, etc. are all illegal? Seems to me someone has sued unsuccessfully about Obamacare, but even if that were to succeed on appeal, both the GOP and Trump want to replace it, not eliminate it. If I interpret your message correctly, your argument about their illegality fails. But why are they not ok otherwise? OK let's use a very simple example of a fictional income redistribution program. 30% of citizens/companies in nation X make more than $200K/year. The proposed law by Fairness party is that all income over $200K/year is to be taxed at 100% and divided equally among all of the income taxpayers of nation X as an annual refund. Obviously, that type of law might appeal to the majority of voters in nation X but should the government have that kind of "mob rule" power?
