Choice of what?
choice of whether to have insurance or not

Is this really the principled position to take? Why would there need to be a "3-step process"? Why not simply put forth the same repeal bill they put through a million times when they knew it would be vetoed by Obama? This bill is crap, and the GOP establishment is not a conservative party. This is now evident beyond the shadow of a doubt.
This bill is certainly not anywhere near "repeal and replace", as promised.
Because of the nature of Obamacare, the nature of the House and Senate at this time and rules in both houses, a simple repeal would be just as damaging to the people as just letting Obamacare spiral to it's death. Not a good thing. The only way to effectively end Obamacare is through this 3-step process.
If they can't do all of their steps right now, why would they ever be able to do the others?
I don't think you really know what this 3-step process is all about...or you wouldn't ask that question.
This is false on both counts. Ryan had more involvement in writing this bill than Obama had in ACA. Check your facts. This is Ryancare.
It will pass the House and Senate. I am fairly certain the red meat conservatives will not pass on the chance to permanently defund Planned Parenthood.
Rand Paul won't vote for it.
Even the GOP doesn't believe this garbage. Here's Senator Tom Cotton:
It's about pretending they'll someday pass legislation they can't pass now. Spoiler alert: those later phases aren't going to happen.
