Regarding Presidential appointments to the Executive Branch as well as the US Court (with the exception of the Supreme Court), yes, Harry Reid and the Democrats killed it. Did you even watch the OP video?

Filibuster for legislation still exists.
 
And before that it was eight years of blaming everything Bush did on Clinton.
I don't recall that happening. Do you have an example or two?
