I gave room for him to be ignorant. Which company broke HIPPA rules? And a broker from another state claims some authority regarding another state's insurance laws? I guess he could know HIPPA but that's a legal issue not an insurance broker's issue. Like I said something's fishy.
I'm not a war veteran but I'm a Audit veteran and have had the joy of 4 audits in my lifetime.
The claim that the IRS demanded money from earlier years is probably false. An Audit notice means you are going to be audited - either at the IRS office or at your premises. They don't say you owe them money or that you've done anything wrong.
An audit costs you money because most people use a CPA to represent them. But while my first audit caused me to get a bill (and I was completely in the wrong by expensing inventory) the next 3 caused no change in my taxes as filed. The IRS was never rude, harsh or unfair about the audits.
Now, audits are supposed to be chosen by the computer, not by individual agents. So if this is true, it is wrong, but it likely isn't true.
Yes, this is an anecdotal opinion© but I do have some experience, gotten the hard way.
