Chavez started buying people off with free stuff thanks to OPEC driving up oil prices. If he had invested all that money in diversifying the economy instead of maximizing oil production and profits, then they wouldn't have been up the creek when oil prices collapsed.

There is no legal system for China.
1. First of all, there are contradictions between the different provisions of the Chinese Constitution.
2. Second, even if the Constitution clearly stipulates that citizens should enjoy the rights such as free assembly, association, and freedom of speech, they have never been enjoyed under the rule of the Communist Party.
3. The content of the constitution can be changed at will. The original stipulation that the president of the country had a maximum of two terms has been deleted from the Constitution.
This is the reality of socialist countries. Many people still regard socialism as an ideal system. I don't know how they view these self-proclaimed socialist China, North Korea, and Venezuela.

The Party is comprised of the members; the communists. Good communists may insist on faithful execution of their own Constitution simply for the sake of legal ethics and morals.
