The Senate Majority Leader began his opening comments by noting how many questions were addressed in yesterday’s session. Think of how many more questions could be addressed if the archaic procedure of walking each question to the bench was modified....

Your question is about a legislative/procedural matter, not a constitutional one. You wouldn't proprose an amendment about a procedural rule.

Where are you with the Article V Convention issue? Because if one were called, you could be delegate, and work with other delegates to discover how to make the legislative branch begin working in the interests of the people.
