It’s being provided in Texas. Can ‘high capacity’ magazines be (legally) sent to customers in California?

Sure.

It's not illegal to send HiCap mags through the mail.

It's illegal to sell them in CA for CA cannot preclude the sale of them in other states. Now the recipient that received the mag in the mail would be in illegal possession of it once the package was delivered.

Mailers may choose not to mail them, but that is their choice.
