A Russian singer has been detained for appearing before a concert audience wearing nothing but a sock on his penis, weeks after a rapper was jailed for doing the same at a Moscow party that caused a national scandal.
Last month Nikolai Vasilyev, a rapper known as Vacio, was jailed for 15 days and fined 200,000 roubles ($2,182) for propaganda of "non-traditional sexual relations" after using a sock to hide his modesty at an "Almost Naked" party at a Moscow nightclub.
Well, it was an 'Almost Naked' party! Dress accordingly!:p
But at least be original.. Chili Peppers did it first.
Local news outlet Fontanka said he had been charged with petty hooliganism.

There are two types of hooliganism.
Petty hooliganism is more or less like disorderly conduct — Maggs says 90% of those convicted for this offense are "obnoxious drunks." The punishment is usually a fine or brief imprisonment.
Criminal hooliganism is more serious. It has to be "a gross violation of public order, showing a disrespect for society." It must involve weapons or objects used as weapons, or be done for motives of political, ideological, racial, national, or religious hatred, or hatred toward a social group. It can carry a sentence of up to 5 years if committed by an individual, or 7 years if committed by an organized group.
Yeah, the latter certainly isn't considered 'hooliganism' here in the states.
The word actually came from English.
William Burnham, co-author (with Maggs) of Law and Legal System of the Russian Federation, says "hooliganism" is actually "a direct transliteration of the Russian word хулиганство (huliganstvo)." Russia borrowed the word from English when they first made it a crime, in the early 20th century.

And here I was thinking 'hooligan' was an expression of English anti-Gaelicism.
Funny how many anti Irish terms are acceptable. Paddy-wagon, for example. Donnybrook.

This is what happens when you let conservatives run wild. Though getting charged with doing gay propaganda does sound kinda funny, but I suspect the novelty would wear off.
