What causes the strange characters when using apostrophes and quotations even in text that is not imported (C&P)?

Example: Trump has touted the investment that Foxconn was pledging to make in Wisconsin. There was a ‘ground-breaking’ ceremony on 28Jun18, including golden shovels. Fast forward to May 2019 and the state of Wisconsin has approved the plan for the footings/foundation of the factory. What does ‘ground-breaking’ mean anyhow?

"ground breaking"

Not a problem on my end.

Doesn’t seem to be consistent. Sometimes the gibberish appears and sometime not.

Thanks for the article.
Probably has to do with where you are copying and pasting from and how those websites encode their content.

My example was from my keyboard, not (C&P).

I even changed quotation marks to apostrophes, to no avail.

Do you sometimes use MS Word to compose or edit your posts?

Did you write it directly into the forum or did you write it first in a text document on your computer and then copy it over to here?

Content written directly into the forum shouldn't have that problem. I assume you're referring to this thread?

Foxconn, Remember Them?

When you go to paste what you copied, if your browser has a "paste as plain text" option, you might try that.

That’s the one. The text affected was my own composition.

Apostrophes (or single quotes) are notoriously problematic when hopping between various platforms because there are so many different characters people use as apostrophes and so many different ways to encode them.
