The city of St. Louis is suing the NFL and all 32 teams for the way the Rams left for L.A.
The NFL's bylaws state that teams are "obligated to work diligently and in good faith to obtain and to maintain suitable stadium facilities in their home territories" before packing up and leaving town.
The lawsuit claims that the Rams pretended to act in good faith, while all along not being sincere and having plans to move to L.A. regardless of anything. The Rams felt their stadium was inadequate, but the city was working on building a new one (already spent $17 million) when the Rams left anyway. So St. Louis is seeking over $1 billion total in damages, which includes lost revenue and punitive sanctions.
The teams themselves are also included in the suit because they all voted in favor of the move.
