A local government preventing someone from shooting pigeons in the middle of the city or walking around with a loaded 45 on their hip, while intoxicated, does not violate the second amendment.
They do restrict the right to bear arms do they not? None of those conditions are in the Constitution correct?

People accept those restrictions based on public safety and security, at least to the degree the majority of people felt when those laws were passed. But they are still restrictions.

and now that the second amendment-which was only intended to restrict a newly created federal government, from engaging in actions it never was properly empowered to do-has been applied to the states, there will be many years of the courts trying to balance this right with the proper police powers of the states. We already know that bans on handguns are unconstitutional, and if Heller is followed, than bans on other commonly owned firearms-such as AR 15s will be struck down as well. I cannot see courts ever finding laws that prohibit drunk people from using firearms, from ever being struck down, nor can I see laws that prevent the discharge of firearms in municipalities or highly populated areas being overturned either

"This was a violent incident of huge magnitude that was witnessed by lots of people," the sheriff said of the shooting at the Old Skool Sports Bar and Grill in Lancaster.

LANCASTER, S.C. Authorities said a shooting at a bar in South Carolina left two people dead and eight injured early Saturday.

The Lancaster County Sheriff's Office said in a statement that the agency was investigating a shooting at a bar at about 2:45 a.m.

Two adult males were shot and killed.

Cherish that 2nd A. boys. But I'm sure that the framers of the Constitution did not have in mind carrying loaded weapons while consuming alcohol in a bar, which seems to be what's involved here.
I believe gun laws need to be reviewd. However, from what I know of early Americans there is no indication they had a problem with intoxication and carrying a weapon.
