Yup.
Ohio has done a particularly pathetic job in processing rape kits at the Ohio Bureau of Criminal Identification (BCI) lab.
Thousands go unprocessed.
Nobody seems to care at any level.
Local cops cannot charge anyone without evidence.

Don't be obtuse. The backlogs are created because man power and funds are not equally divided amongst victims. Funny how backlogs, lack of manpower and funds lead to blacks having disproportionate rates of disappearances:

Heck, I don't care about the color of their skin, perp or victim. If a rapist is 100% guilty, cut off his manhood and let him live with what he did. Make it into a racial issue for all I care, I am not going there. If you like, show me some stats about resources in poor white communities.

I don't care about what a gay guy does at home, it doesn't mean I chop discriminations against gays to backlogs, lack of funding and manpower at the AG's office.
