Georgia's governor's office and the state highway safety agencies, together with law enforcement, are racking up huge numbers of DUI arrests, some of them on people who have never had a drink or taken an illegal drug.
But the credibility of their charges hinges on one thing and one thing only, the OPINION of the arresting officers, who see themselves as "experts".

Only one problem, all too often the lives that they are destroying are innocent, and no one is held accountable.
