The federal government just said there were as many as 22 million illegal immigrants in the USA
If prostitution were legal, a great many would find themselves working in legal brothels where their illegal status would make them vulnerable and less likely to come out and seek medical help and mandatory checks
So yes we have laws to deport illegals, we don't deport them.. So checking for illegal in brothels should be a priority as should licensing regulations - the same way it is difficult for an illegal immigrant to get a diver's license
Depends what the felony is
If it's for violence or drug dealing for example, I wouldn't want them within a million miles from a legalized brothel
Again a regulation, would you want ads in comic books or billboards or national TV ?
How about on the hood of a NASCAR car ?
How old would you have to be to enter a brothel (or work there) - the age of consent or 21 like the national drinking age in bars is ?

No it has to be mandatory.
It's true that a person tested today might pass but tested tomorrow might fail - but that is true of all tests including emissions tests
At least with a mandatory test we have a better idea who the prostitute may have infected so they have a chance to be tested themselves

No. in the same way a restaurant customer has the right to assume his/her food is clean without inspecting the licenses on the wall or the kitchen, a brothel customer should expect and assume the prostitute is clean.

I'm not going to try to break this off into a debate about immigration. I don't see brothels as immigration check points. Now, if you are advocating e-verify for ALL employers for all employees you definitely got my agreement.
I don't see any particular danger of a felon for drug dealing being any particular risk working in a brothel. What about bartenders and restaurant workers? They are far more in a position to drug someone. Like any business, there can be reasonable regulations. So if STDs testing is required from brothel workers I'm ok with that.
People who have STDs still have sex. I gather you want someone with any STDs to be banned from prostitution? Do you include herpes? By age 50, 90% of Americans have herpes. There is no cure.
Where we mostly disagree (currently) is you believe the government should control people to protect them from stupidity - and believe people will go along with this. I don't agree on both fronts. First, I don't see the job of the government generally as protecting people from themselves. Second, you are presuming a nature of prostitutes and Johns that I see as opposite their natures. They are not responsible people. Rather, they are among the most reckless and irresponsible of all adults.
It is my experience that most people are going to do whatever they want to do - regardless of laws. This is particularly true for people already engaging in criminal activities. If a prostitute will ignore anti-prostitute laws, they will ignore prostitution regulatory rules too. Not all. But most.
That's why I like a voluntary system. As a prostitute and/or a John - a person can be licensed and/or have an STDs certification. However, I would like to see the STD certification program be one available to everyone. It could even be a technique to pick up people or be picked by almost like a new social behavior thing. Interested in sex? Just display your STD clean certificate.
Sex is sex, paid or not. STDs are STDs, prostitution or not.
