Yeah. That's how he tries to break the awkwardness that the only place he can actually reach is the hip area. He's self-mocking .Two problems with that:
1. Just because you can't raise your hand high doesn't mean you get to place it on a woman's ass.
2. He made a David Cop-a-feel joke when he did it.
This isn't happening in a hotel room he's lured some starlet into, it's his response to interactions that take place when he's stuck in a wheelchair, and people are coming to stand close with him for a picture with his wife standing right there.
If y'all have indications that he was running around playing grabby when mobile, healthy, and/or actually capable of sexual advancements, I'd say you have something, and I'd join in. Ailes, O'Reilly, Trump, Weinstein, Clinton, etc and so forth - guilt does not care about your partisan affiliation. But this was a desperate attempt by an actress to get Woke Credit by joining the #MeToo campaign, using an awkward but innocuous interaction with a severely weakened/restricted man in a wheelchair.
