I think we all knew this because it is only biological and natural for men to do this:

The researchers noted that the men looking at a woman’s chest and hips is actually in line with past research that found that men tend to consider a woman’s reproductive abilities when choosing a mate.

Moreover, the study shows that it really depends on what you’re already looking for in a relationship. Men, across the board, looked at the chest and hips whether or not they were looking for love.

Research on attraction tends to assume there is a fixed set of characteristics that makes a person desirable.

I am still baffled why women get offended when a man stares at her chest or hips, especially if she is wearing provocative clothing.

Farting is a natural biological function. I have no idea why people get upset when I blast a huge fart right in the middle of a quiet restaurant.

Helps you understand? Of course men are attracted to women's bodies. That doesn't mean it's polite to "stare" (your word) especially at someone you don't even know.

And another thing, how often do you have women throwing a fit because you are staring at them? I see attractive women all the time, I check them out all the time. Can't remember ever offending someone over it. Or for that matter ever seeing someone offended at another person for staring at their chest/hips in real life. If you are constantly being told to stop staring then I'm guessing you are the problem and you need to learn to keep your tongue in your mouth and gaze alittle more subtly.

I am also baffled at why they need to spend money on doing research for things that are pretty much common sense.
If you got an outstanding feature , people are going to look at it.

Try this experiment. next time you are standing next to a man and having a conversation with him. Instead of looking him in the eyes be very obvious about staring at the point where his penis should be. Do you think the other man might become a tad offended by this?

If we are talking about two homosexual men, then probably not.
 
There were many vehicles on either side of me. I didn’t bother. I noticed a young man, maybe in his late twenties, staring at me. I looked away. From the corner of my peripheral vision, I could see him still looking. And when it made me uncomfortable, I decided to look back and give a “stink-eye” stare, hoping he would stop.

I turned my head to him and what I saw next made my heart, lungs and every other tissue in my body freeze in time for a couple of seconds. The man was actually wanking off his hard-on through his pants while looking at me. He actually had the nerve to do something as outrageous as this right out there in public.

I reached my office, paid the auto-driver in auto-pilot mode, made my way to my workplace. I am the only female there and yes, I can vouch that the men treat me with a lot of respect and kindness. But every face I see with facial hair and testosterone oozing out, I cannot help but hate and despise.

Would women rather have men start gagging instead of staring? Women need to understand it is a compliment. Most men are hard-wired like this.

Many people in this country are already in "tribes." It may not be in the way you define tribe, but it already exists. We attack others for survival, protection, and instinct.

A stare by definition can be 1 second, 5 seconds or longer. There is nothing wrong with it as long as it isn't threatning.
