Way back in 85 when I was stationed at Nellis AFB, we had a young airman in tears sobbing to the 1st Sergeant...he had been dating a girl for about a year til they decided to get married. There had been some above the belt hanky panky and the girl had given several blow jobs, but allowed no reciprocal below the belt contact til after marriage.
