Such budgets do not mean squat when countries produce their own military gear. It does not matter the budget in us dollars it is what the budget buys, and countries like russia and china own defense industries, and directly control or own natural recourses, this means on top of lower labor rates, they own the materials, and the factories, and can produce equivilent gear for pennies on the dollar.
Countries like russia and china export gear for a hefty cost, what they pay is unknown however given russias budget to aquisition rate it can safely be assumes they are paying a severe fraction of what the us military does for equivilent gear.
Heck have you not seen the world? In afghanistan a chinese made tv in 1080p might go for 12 dollars for a 50inch, but go for much more here, it goes the same for many things, your computer desk here might cost 80 bucks from ikea, may cost our military 1500 bucks, but could be bought in poorer countries for 10 bucks.
