Yes they can. Take Poland, for example. The EU wanted Poland to take more migrants, and Poland basically told them to get f***ed. Or look at Russia, who invaded Ukraine despite the West's objections. Or North Korea, who are firing their rockets wherever they damn well please.

Contracts are useless when nobody has the power to enforce them. Since we currently lack a world government with a monopoly on military power, there is no higher authority that can enforce international treaties. If a nation disregards a treaty or convention, other countries can impose retaliatory measures such as sanctions or even military strikes, but can't compel the nation's compliance the way a government can compel its citizens.



You also don't understand when people are speaking figuratively.

Not "cause and effect" in the slightest. The US will not abandon our friends; and nowhere in the Bible is it written that you can not have alliances with other countries. Your premise is, as usual, a bad joke.

And when Poland has another state, like, say, Russia, breathing down their neck.... Poland's allies could, in your twisted worldview, be perfectly capable of telling them to get ****ed. But they won't, because nation states have to stand by their commitments.

The only person you've exposed here is yourself. You've drawn a premature conclusion about my character and won't let anything dissuade you from it. If you won't assume good faith on my part then we can't have a productive conversation.
