You cannot dictate someone else's emotions
But I can to some extent dictate on how they act on their emotions, if their actions are directed at me.

No you cant do that either but you can dictate how they may NOT act.
That's what I meant. So, I will say this, if you are going to love me don't act on your love towards me without my permission.
