Morocco is a Constitutional Monarchy with a Parliament that you are going to find much in the Middle East, so it's much more likely that the People would protest Terrorism and Promote a new Reformed Constitution.

Here is a chance for the US to support a Movement that seems from what I can see is going in the right direction with the right ideas.
