Which is better in the current economic climate?

Which is better in the current economic climate?

(1) Have the public sector employ and pay works for performing some government/public service.

(2) Have the public sector lay off workers and pay them employment benefits

(3) Same difference
 
Fiscal constraints will determine which is better. Over the short-term, I'd vote for #1. Over a medium- to long-term, I'd vote for #2. Unemployment benefits cost less than salaries, health insurance, and pension benefits.

It depends on cost/benefit and should be taken on a case by case basis.
 
It's best to lay them off, short, mid, and long term. Why? It is a guaranteed reduction in costs.
