Is this not a blatant lie? How could documents who show the people what really goes on in government be considered a threat to open government(but secretive).
Should the government itself not disclose to people what it is doing? And if activities is leaked, this is certainly promoting open government.
I guess only in fascist countries with things to hide can revelation of government activities be conceived as a threat to a fake open government.
Is this true or not?
