If I had a dog, I would have the dog on a leash whenever we went out. But I expect to live in fairly populated areas with well-driven roads nearby, not out in the middle of nowhere, at least that's what's most likely for the next 15 years or so. Now if we had a fenced in yard, I would certainly allow the dog free rein back there as long as he wasn't digging up the yard or trying to get out.
I don't live in a big city, but it's a city none the less. Complete with paved roads and too many Wal-Marts. I don't get the who hoopla about making dogs be on leashes. Here lots of people run around with their dogs free roaming, it's really not a problem. I know people have visions of dog maulings left and right, but it doesn't happen. The most that happens is that a dog walks up to someone and the owner calls the dog back. Hell, people take their dogs to the bars with them at night. Well the dog doesn't typically get to go inside the bar, but it can hang out on the patio and such for sure. Sometimes they're leashed, sometimes they're not.
