Ok ok seriously. She should repay the money twofold. Return the $40, or whatever is left of it; get a JOB and work until she has repaid double ($80). The first repayment is a restoration of what she stole, the second is her lesson in what she did wrong by stealing someone's money: she stole someone's TIME and EFFORT.
And, if I was her Dad, she's grounded for a month, too.
None of the above. She should be held to the current standards, assuming the teacher presses charges. That means possible jail time and certainly community service. Theft is theft, no matter the age, no matter the amount.
