Considering that Carter is widely regarded as one of the worst Presidents in U.S. history, I would say so.I think President Obama is more progressive on health care than Jimmy Carter was.
But is it a bad thing that he has many things in common with Carter?

You were doing great with your first 2 points, but I'm not sure where the second half of that came from. Obama is interested in preserving geopolitical power? Every word and action he has taken since in office suggests that he views American power as the cause of problems around the globe.Obama is much more market-oriented than Carter ever was. It's difficult for me to imagine Obama ever trying to control the price of gasoline, for example.
Obama doesn't reflexively condemn Israel like Carter does, nor does he reflexively support Israel like Bush does. He has taken a more nuanced approach, supporting Israel when it deserves support and offering constructive criticism when he thinks it's appropriate.
Carter seemed much more concerned with human rights as they relate to foreign policy, whereas Obama seems much more concerned with protecting American geopolitical power.
Obama clearly supports progressive globalization while making grudging concessions to labor unions, whereas Carter was much more sympathetic to the unions and made grudging concessions to globalization.

You can claim that Carter is only disliked by Republicans, but that only displays a willful ignorance on your part of the facts. His policies were utter failures, and he is widely regarded as being among the worst presidents in our nation's history.
