Apparently Bush thought otherwise in 2001.
He wouldn't have attacked at least until he had his world coalition, which probably wouldn't have happened.
Fineman says Mr. Bush briefed them on plans for action against the terrorists and said, "“When I take action, I’m not going to fire a $2 million missile at a $10 empty tent and hit a camel in the butt. It’s going to be decisive.”
Terrorists hate what the United States stands for and they thought Americans were weak, he continued. "They thought we were so self-absorbed in our materialism that all we would probably do is just sue them," he said. "Man, were they wrong."
