California is broken. Broken very badly. Our government might be the most disfunctional in the nation. Something, or several things need to be done to set California on a more manageable path. Here's a list of things I think would help us regain our balance.

1. Do Away With The 2/3 Requirement- CA is one of only three states to require a 2/3 majority to pass a budget. This lets a small group of legislators hold the budget hostage till they get what they want. It also increases pork, as individual legislators can ask for spending in their district in exchange for their vote on the budget; this is easier to do with a 2/3 majority, where each and every vote pass a certain point has to be scrounged. Yet another advantage is that it would increase accountability. As it is now, the majority party can blame the minority party for holding the budget hostage. The minority party can point our they're not in power, so aren't responsible. So no one can take full blame for the budget if it's late or a mess.

2. Repeal Term Limits- Term limits for the Legislator has been a great idea in theory, but horrible in practice. It leads to increased short-sightedness in legislators- after all, they're not going to be there in 8 years, so why do they care about the long-term effects of something? It also cycles out the best talent, the people who really know how to get things done, leaving to a more inexperienced, incompetent, legislatures. To say nothing of the musical chairs it causes.

3.Modify Prop. 13- Prop 13, which lowered property taxes, has led to problems that Howard Jarvis probably never considered. A business opened in 1980 still pays property taxes as it was evaluated in 1980. These rates should be updated every decade or so. A coffee shop opened in 1980 still pays lower taxes based on its evaluation thirty years ago, while a coffee shop that opened in 2009 pays taxes based on the current value of the land, driving up their prices and keeping the prices at the first coffee shop artificially low. This needs to be changed.

4. Reform the Initiative Process- California probably has the most abused initiative processes in the nation. Every election we get 10 or more initiatives, often put on the ballot by special interests who don't get what they want from the legislatures. This leads to people voting on issues that they don't always know enough about, often without looking at the broader scope of the issue or the state of things. When Governor Hiram Johnson got the initiative process passed in the state, he intended it as a "gun behind the door" to use in case the power of the legislature needed to be kept in check. It was never meant to be used for special interests to bypass the legislature. Something needs to be done to bring the process back in line for its original intent. I can start another thread to discuss details of this if people like, but the main point is something needs to be done.


5. Remove Autopilot Formulas- Our state constitution is chock full of auto-pilot formulas mandating specific amounts of money get spent on all sorts of programs regardless of the big picture. These programs need to be removed from the constitution, or at least reduced. I've heard it put that the state legislature only controls something like 7% of the budget. We need more flexibility.

Now there's ways to do these changes, such as a constitutional convention, or a initiative packet, but most important is just that something gets done. Thoughts?

Make it illegal for unions to contribute money to any political campaign. If union members want to donate, it would acceptable for the union to reduce the dues paid by that member by an equal amount. The union can't pick the candidate the member donates to, it can only advise.

That would resolve almost all budget problems in the state be deconstructing the power of the corrupt unions to influence elections.

The ballot initiative process has been shown repeatedly to be the tool of the manipulators and hucksters, and should be modified to eliminate all spending issues from public consent. If a mass of people want money spent on some matter, they can donate their own dimes by their own selves.

Tax hikes should be a matter of public consent, with a mandatory two thirds majority to pass.

Requiring parents to identify THEIR nationality before enrolling their children in public schools, or before recieving any taxpayer funded benefits would cut billions off the state budget. Each billion saved is roughly 4% of the budget shortfall. Bet your ass we should balance the entire savings on the backs of the illegal invaders.

Finally, a hierarchy of state and local services must be defined, so that the politicians cannot immediately cut necessary public services to scare the weak and easily lead into demanding tax increases. For instance, the LA County Sheriff is refusing to pay to DNA test rape kits, an emotional hot button issue, when the matter clearly should be prioritized against the urgent needs of the LA Art Musuem, and other such programs.

I suspect the LACS and the LAAM get their fundings from different places. It's more complicated than you think.

What I'm really interested in seeing is 100% complete financial disclosure of anyone holding elected and appointed public office, including the full disclosure of the financial records of their immediate families, for the term of their office and for a full decade after they depart public service, with mandatory prison terms for those convicted of accepting bribes and for those offering them.

I think demanding a valid US driver's license when making routine traffic stops and arresting those adults that couldn't show proper ID would be a start. Arresting people for loitering at the Home Depot and not releasing those who can't show legal presence in the country is another place to begin.

Naturally, arresting employers of these criminals is essential, also, but the heart of the problem is indeed the invader hisself.

Completing a budget doesn't matter. We don't care if they can't decide on a budget for the next ten years straight. We must compel the politicians to do things which would cause the unions and illegal immigrants pain. Don't make it complicated. This is a simple problem developed over time by corruption. There is no politician in California that you can trust. We must make politicians' lives a living hell. Open rebellion would be nice.

It's impossible to assume you're a reasonable, realistic person who genuinely wants to fix things. All I get is a list of things you hate, and draconian measures you want to enact, without any regard to how much it'd save. We're talking, last I checked, 24 billion. Your "solutions" would be a drop in the bucket to that.

That's something the employer can decide to do on his own, or not.

If it's a private business, it's not a government matter. If it's a state position, just tell them if they don't want the job at the wage offered, someone else will take it.
It's not a government matter, but you trying to get unions banned or whatever you're pushing for is pretty totalitarian.

Unions brought us minimum wage and 40-hour weeks. Work places that wont kill you. They have their upsides.

Actually, I'm not that opposed to business being as restricted from lobbying as goonions are, I just hadn't bothered to write it.

What I'm really interested in seeing is 100% complete financial disclosure of anyone holding elected and appointed public office, including the full disclosure of the financial records of their immediate families, for the term of their office and for a full decade after they depart public service, with mandatory prison terms for those convicted of accepting bribes and for those offering them.
I believe that when they're in office, they do have immediate transparancy. But what would you define as a bribe?

I think demanding a valid US driver's license when making routine traffic stops and arresting those adults that couldn't show proper ID would be a start. Arresting people for loitering at the Home Depot and not releasing those who can't show legal presence in the country is another place to begin.
It's nice in theory, but what are you going to do with them? Our prisons are overcrowded as it is, and just dumping them in Mexico isn't a real solution. Besides, most of them just want to be able to work and make money and get by, the American dream. How they're doing it is not acceptable and should not be condoned, but people are just people, like you.

Naturally, arresting employers of these criminals is essential, also, but the heart of the problem is indeed the invader hisself.
Like I said, most Mexicans just want to be able to work and get by and support their families. "the invader"? Stop trying to demonize them.

Completing a budget doesn't matter. We don't care if they can't decide on a budget for the next ten years straight. We must compel the politicians to do things which would cause the unions and illegal immigrants pain. Don't make it complicated. This is a simple problem developed over time by corruption. There is no politician in California that you can trust. We must make politicians' lives a living hell. Open rebellion would be nice.
