the more invested they get in reopening, the more they'll fight shutting down. my guess is that yes, it will be necessary, but they'll only do it after it gets really bad.

In a way, they already are experiencing a partial by reversing course on phased opening. Especially Florida.

Other. The problem with "shutdowns" is that they increase government spending while decreasing government revenue.

They may close a few bars or limit a few other activities, but no one is shutting down anymore.

To a degree, yes, AZ also and any other State with dramatic increases in cases, hospitalizations, and deaths.

No, not a total shut down.
They will shut down social gatherings like bars.
They will not shut down businesses again.
Hopefully they will not be stupid enough to shut down outside activities, like golf, tennis and parks.
The only social gatherings allowed will be peaceful protests that turn into riots, that’s okay.
