Cheny was all about worming his way into decision making... he was the VP yet, as far as I know, he was the only one with offices at CIA, State Department, The White House, the Department of Defense, etc. He was all over the place. He rerouted classified material to him and decided if it was relevant or not to share it with the President and others. He was truly power hungry and I am certain that with his buddy Rumsfeld running the Iraq War they all made untold millions of dollars off of the death and ruin of a nation.

I remember hearing that Cheney was always a little fast on the trigger...killing stuff got him very excited. Also, this incident was not reported as legally required. So, it was an incident, not a trifle.
