Definitely not. There are many deep staters that are Republican or have no particular affiliation. They are trying to preserve their position or continue the old way of doing things. It's the nature of bureaucracies to resist change.

State Department is particularly bad, though you can see it all over. Look at newly famous Ambassador Yovanovich. She is disgruntled because the Trump administration junked the Obama era approach for one that was less interventionist, but provided more military support. Yovanovich did not like the new direction and was soon replaced. Like a lot of career bureaucrats, she thought she was in a better position to make policy decisions than the people with that responsibility. So, we now have a demoted and disgruntled employee and her personal politics were absolutely irrelevant.

Technically, this is true, since the wingnut conspiracy theorists who believe in the deep state all seem to be Republicans who are terrified of Democrats.

The Deep State, as it has been co-oped by the Party-Before-Republic GOP-Partisans is mostly just a conspiracy theory to excuse the corruption and incompetence of the Trump WH.
 
Its any federal employee, Democrat or Republican, who does not dedicate his or her life to the personal needs of the president.
