The basic problem is that congress critters want to tax at a rate of (no more than) 18% of GDP yet want to spend at rate of (at least) 20% of GDP. No matter how you divide up (prioritize?) that level of spending you cannot cover it without the need to borrow and/or raise taxes.
No, the "basic" problem is that Congress spends more than it takes in no matter how high taxes go. There is no end to "deserving" programs.
What I think we should do is pay the Cabinet and Congress on a commission basis. They get 5% of whatever savings they can squeeze out. Just you watch that deficit disappear.!!!!!
Several years ago in my city they were having trouble getting all the garbage picked up in a timely manner. Then they offered the sanitation workers a plan where once the route was finished they could go home, yet get paid for the full day. Most of the routes were picked up by 1 o'clock in the afternoon.
Life is ALL about incentives....
