In an Ideal utopia would it be a good thing if an unbiased government policed emotional bias?

Your solution is too drastic.

Simply implement rules that require "rationally, logically and factually discuss[ing] things diplomatically" for actual decision making and leave it at that.

Why not for all of human society though can you explain why it shouldn't be enforced by the police in the community?
 
I personally think it would be great because then liberals/conservatives would not be allowed to dismiss each other or call each other names/personal insults... Once that happens they would be both arrested and jailed. People on all sides would be forced to sit down and rationally, logically and factually discuss things diplomatically or consequently be sent to re-education or prison alternatively.

Fine by me, as long as I'm the one who gets to write up the legal definition of "unbiased" for this law, and control it's subsequent implementation.
Oh boy, those kids who were mean to me in kindergarten are gonna be a sorry lot...

Too subjective - measuring the crime would be too hard to make enforcing it reasonable.
